Coast Guard Investments Improve Readiness

The Chertoff Group‘s Aaron Roth writes in National Defense Magazine about the benefits of a well-funded U.S. Coast Guard. With $25 billion in new funding, Coast Guard investments will improve mission readiness, replace aging cutters and increase personnel. This will enhance performance in crucial areas including border security, drug enforcement, cybersecurity and disaster response.

This is life-changing support for the historically underfunded agency. Roth says it is good news for the country at a time when emerging national security threats demand a strong maritime border and military force.

A Coast Guard veteran with 24 years of service, Roth explains it is one of the most distinctive agencies in government. Its broad-ranging authorities from Titles 10, 14 and 50 — among others — make it a truly unique tool for the United States to employ. At all times a Title 10 military, a Title 14 law enforcement and a Title 50 intelligence community asset, the Coast Guard can be deployed against a myriad of complex national security problems.

These investments are part of Force Design 2028, the Coast Guard’s plan to modernize and transform the service with a focus on:

People: Growing the workforce by 15,000 members and improving recruitment, training and retention.

Organization: Creating a more streamlined command structure and shifting to decentralized decision-making.

Technology: Adopting advanced technology including AI, data-driven operations and autonomous systems.

Acquisition: Overhauling the purchasing process to be faster and more flexible with the aim of delivering new assets and capabilities to the fleet more quickly.
