Michael M. Johnson

Mr. Michael Johnson is a strategically focused senior executive with leadership experience as a Chief Information Officer (CIO) and Chief Information Security Officer (CISO) in large, complex and dynamic information-intensive global enterprises. Michael serves as a Senior Advisor with The Chertoff Group where he contributes to cybersecurity solutions focused on security risk quantification, product security, security program development and oversight, AI security strategy, insider threat program development, threat intelligence, IT and enterprise risk management and cloud safeguarding.

Most recently Michael served as CISO, Meta Financial Technologies (FinTech), at Meta Platforms, Inc. (META). Michael was Meta’s named accountable CIO and CISO for all of Meta’s regulated financial service businesses. Michael led FinTech product security, security engineering, AI security strategy, AI product security risk assessments, security risk quantification, insider threat program oversight, threat intelligence, IT and enterprise risk management, and cloud safeguarding. Michael created and co-led Meta’s first global Governance, Risk and Compliance (GRC) program for security and user safety. He chaired the Meta Security Council and served on Meta’s Statutory Risk Committee.

Previously Michael served as Capital One’s (COF) Senior Vice President and CISO, where he led and managed cyber, information security, cybersecurity operations and intelligence, cloud safeguarding engineering and cyber machine learning, insider threat technical investigations, supply chain risk management and security technology innovation.

Earlier, Michael served as the CIO for the U.S. Department of Energy (DOE), where he led and managed cybersecurity, cyber enterprise integration, enterprise information resources management, cyber supply chain risk management, and headquarters information technology operations. He served as DOE’s Senior Agency Official for Privacy, as a member of the White House National Security Council Cyber Response Group, the Federal CIO Council, the Federal Privacy Council and he co-chaired the U.S. Committee on National Security Systems.

Previously Michael served as the Assistant Director for Intelligence Programs and National Security Systems in the White House Executive Office of the President (EOP), Office of Science and Technology Policy; as the U.S. Department of Homeland Security (DHS) Chief Scientist, Office of Intelligence and Analysis; and as the first Deputy Associate Director of National Intelligence for Information Sharing and Deputy Intelligence Community Information Sharing Executive in the Office of the Director of National Intelligence.

Previously, Michael served at Sandia National Laboratories as a Senior Scientist, computer engineer, and he later managed national security systems analysis. Prior to joining Sandia, Michael worked as a research and development engineer at Hewlett-Packard Company.

Michael is an accomplished software engineer, with a patent in Weapons of Mass Destruction (WMD) detection, communication and decision support systems. He has extensive police officer training at the state level, having served as a commissioned officer in local law enforcement in California from 2005 through 2018.

He holds a Bachelor of Science in computer engineering and a Master of Science in computer science from the University of California, San Diego, and a CERT Certificate in Cybersecurity Oversight from Carnegie Mellon University.
