Phil Horvitz is a recognized entrepreneur, business executive and technology leader with 40 years’ experience building small, large and start-up companies. As a senior advisor to The Chertoff Group, Phil contributes to strategically guiding organizations to accelerate revenue growth and impact with the U.S. Federal Government
Phil’s expertise includes strategic advisory, AI and Agentic AI transformation of service delivery, Cyber/Physical convergence and other technologies designed to achieve new levels of efficiency, productivity and security.
Phil’s previous leadership roles include serving as Chief Technology Officer for Amentum and AECOM. Amentum was spun out of AECOM’s O&M business division and became an independent company in January 2020. Phil led technology strategy and innovation and was responsible for monetizing technology investments critical to the company’s strategic growth objectives
Phil was a founding partner of Apptis, a services and technology provider to the Federal government. Apptis grew to over 1100 employees and more than $300 million of revenue before being acquired by AECOM/URS.
Phil founded and served as CEO of General Data Systems, a system integrator focused on National Security and specializing in the development of mission-critical systems with domain expertise in Identify Management, Credentialing and Biometrics. The company played a vital role in securing and optimizing issuance of U.S. Passports.
Phil is a graduate of the University of Maryland and a former member of the UMD Board of Trustees. He now serves on the UMD Board of Visitors at the College of Computer, Math and Natural Sciences as well as the Entrepreneurship Task Force.
