Troy Miller

Troy A. Miller is a recognized leader in law enforcement and counterterrorism, with more than three decades of experience advancing national and homeland security. At Chertoff Group, he assists in developing growth strategies and delivering tactical wins for pursuits related to U.S. Customs and Border Protection (CBP).

Miller has a proven track record of strengthening partnerships and collaboration; deploying innovative, risk-based strategies to address transnational threats; and managing complex crises, all while prioritizing the well-being and resilience of the workforce. He is known for his decisive leadership, strategic vision and expertise in developing intelligence- and data-driven operations.

As Acting Commissioner of CBP, Miller commanded the nation’s largest law enforcement agency, overseeing 67,000 employees and the agency’s core missions of counterterrorism, border security and trade enforcement. Miller’s tenure emphasized strategic partnerships to enhance CBP’s capabilities. He spearheaded the federal government’s fight against the fentanyl epidemic, targeting transnational criminal organizations and dismantling illicit supply chains to protect American communities and save lives.

Miller directed enhanced enforcement regimes and new regulations aimed at increased supply chain visibility and cracking down on exploitation of trade law loopholes, while facilitating the secure and efficient flow of goods across borders. Previously, Miller served as CBP’s Director of Field Operations (DFO) for the New York Field Office, overseeing counterterrorism, trade compliance and enforcement efforts.

As the Executive Director of the National Targeting Center (NTC) – CBP’s flagship counterterrorism entity – Miller led a team conducting intelligence analysis and advanced targeting to mitigate threats to national security. Under his leadership, the NTC expanded its collaboration with intelligence and law enforcement agencies, bolstering CBP’s ability to proactively address terrorism and transnational criminal activities. In 2018, Miller stood up the National Vetting Center to better utilize intelligence community information to enhance border security.

Earlier in his career, Miller served as the Acting Assistant Commissioner of the Office of Intelligence and Investigative Liaison, Director of Targeting and Analysis, Assistant Port Director in Seattle and Director of the National Targeting Center–Passenger.

Beginning his federal career in 1993 as a Customs Inspector with the U.S. Customs Service, Miller dedicated 31 years to public service prior to his retirement in December 2024. He received the Department of Homeland Security’s highest civilian honor, the Distinguished Service Medal; the Meritorious Executive Presidential Rank Award in 2021; and the Distinguished Executive Presidential Rank Award in 2016.
